The Institute of Statistics of Andalusia is an administrative agency assigned to the Regional Government Ministry of Economy, Innovation and Science, endowed with the administrative and financial autonomy to fulfill its purposes and to manage its assets and assigned funds.
The Institute of Statistics of Andalusia is governed by the provisions of Law 4/1989 of 12 December, on Statistics of the Autonomous Community of Andalusia, as amended by Law 8 /2002 of 17 December, and by Law 4/2007 of 4 April, of the Public Finance Law of the Autonomous Community, by other legislation applicable to the Institutional Entities of the Autonomous Community and by the rules contained in the Statute of the Institute of Statistics of Andalusia and provisions which develop this statute.
In accordance with Article 30 of Law 4 /1989 of 12 December, on Statistics of the Autonomous Community of Andalusia, as amended by Law 4 / 2007 of 4 April, amending the Law 4 /1989, 12 December on Statistics of the Autonomous Community of Andalusia, and passing the Andalusian Statistical Plan 2007-2010, the Institute of Statistics of Andalusia has the following powers and functions:
a) To prepare the Draft Statistical Plan of Andalusia and the annual statistical programs.
b) To carry out the statistics assigned to the Institute in the Plan, in the annual statistical programs and any other statistics that can be attributed to the Institute, as provided for in this Law.
c) To coordinate the implementation of statistical activities of the bodies and entities of the Statistical System of Andalusia.
d) To elaborate the Statistical System of Andalusia yearbook, in coordination with the Statistical Commission of each Regional Government Ministry.
e) To inform mandatorily the draft rules of creation or modification of the commissions and statistical units of the Regional Government Ministries, autonomous bodies and other public entities dependent on them.
f) To establish, maintain and manage databases of statistical interest for the Autonomous Community.
g) To use administrative data sources for statistical purposes, as well as promoting their use by other entities and statistical agencies of the Statistical System of Andalusia.
h) To inform mandatorily the draft rules by which administrative records, regarding their statistical use, will be created, amended or withdrawn.
i) To standardize and state of interest statistical projects for the Autonomous Community of Andalusia postulated for in Article 6 of this Law.
j) To implement and monitor compliance with the rules on statistical confidentiality elaborating statistics.
k) To disseminate statistical results obtained by the Institute.
l) To coordinate the dissemination of statistical information and the release calendar of the Statistical System of Andalusia.
m) To develop standards and procedures to ensure compliance with the provisions of Articles 18 to 22, inclusive, of this Law, after hearing the Statistics Technical Committee.
n) Collaborate on statistics with Local Governments, Autonomous Communities, State Administration and the European Union statistical agencies and other national or international bodies as deemed appropriate.
ñ) To channel relations of the Junta of Andalusia and its subsidiary entities with organs or other government statistical agencies, in the terms set out in articles 40 and 41 of this Law.
o) To be informed by the organs and entities dependent on the Administration of the Junta of Andalusia, in the terms set out in article 42 of this Law.
p) To report mandatorily any draft agreements in which the Junta of Andalusia Administration and its subsidiary entities are involved and has among its objectives the preparation of statistics.
q) To encourage and promote statistical research to enhance the understanding of the social and economic reality of Andalusia, as well as the professional development of statistical staff.
r) To contribute to ensure gender equality in the development of annual plans and programs, in the elaboration and dissemination of statistical activities, in databases development, as well as the coordination in statistical affairs with other Administrations.
s) Any other statistical activity, responsibility or function specifically assigned to the Institute.
